My student Arturo López López disserted his Telematics BSc thesis
🎓 Outstanding Bachelor’s Thesis Defense
On Tuesday, July 22, 2025, my student Arturo López López successfully defended his Bachelor’s Thesis titled “Conciencia situacional en tiempo real para los servicios de emergencia” (“Real-Time Situational Awareness for Emergency Services”). His work received the highest possible grade—Outstanding (10/10)—from the evaluation committee, along with a nomination for Honors Distinction (Matrícula de Honor).
The project addresses critical challenges in emergency management—namely, improving response speed, coordination, and predictive awareness in urban environments. Arturo developed an intelligent system to assist emergency services by forecasting accident-prone zones and time slots in the city of Madrid, using a combination of machine learning, open civic data, and meteorological variables.
The system was built on open datasets from the Madrid City Council, combined with real-time weather data via AEMET. It integrates predictive models using LightGBM, XGBoost, and Multilayer Perceptrons (MLP), evaluated with precision-recall and F1 metrics to handle highly imbalanced data.
Arturo also developed a real-time alert system using a Telegram Bot, capable of notifying emergency personnel about high-risk districts and hours via messaging. Alerts include weather summaries, likelihood estimations, and a historical ranking of critical points within each district, enabling smarter preventive measures.
The development was carried out entirely in Python using Google Colab for training and simulation, with support for external APIs, calendar enrichment, and spatial mapping of meteorological data to city districts.
This work contributes meaningfully to the advancement of smart city infrastructure, public safety, and urban risk prevention, and reflects the growing potential of AI-powered decision support systems in civic technology.
